The legal framework of Social Solidarity Economy in Greece
The present study investigates the process and the final content of the new legal framework for the Social and/or Solidarity Economy (hereinafter SSE) in Greece (Law 4430/2016). The idea for its conduct was based on a series of reasons.
First of all, according to the Explanatory Memorandum of Law 4430/2016, this particular legal text attempts to unify the field of SSE and provide a regulatory framework for the development of the field in Greece. As such, we considered it crucial to highlight its key points and draw attention to any potential shortcomings or mistakes that might have an impact on how SSE operations develop in the future.
Second, the field’s recent growth in Greece during the crisis indicates potential, but at the same time, there is a significant need for careful ripening and establishment. In this direction, networks have already begun to form among the projects of the SSE, which are attempting to acquire a common pace. Consequently, we believe that it is imperative to bolster these efforts by providing an extra tool for comprehending the most recent legislative framework as well as organising the various perspectives and contributions that have occurred throughout the consultation.
Thirdly, the plurality of concepts and practices that develop within the SSE is both its strength and weakness. Strength, because the multiplicity of practices fosters creativity. Weakness, because it becomes even more difficult to synthesise the different approaches and practices into a common direction that respects the autonomy and diversity of each approach.
Hence, the aim of this study is to enhance the creation of a public space that allows the SSE projects to communicate their approaches while being aware of the various perspectives that emerge and also to the responsible governmental institutions to reconsider their design, address any identified weaknesses, and—most importantly—develop procedures for future meaningful consultation.
